Obstacles Persist for Relief Supplies in Gaza's Urban Center Despite Temporary Peace

Even if the border entry point from Egypt starts functioning soon, humanitarian organizations face substantial obstacles distributing assistance to northern Gaza, the area most severely affected by starvation, analysts state.

Infrastructure Issues

Key roads are practically impassable due to massive destruction across the devastated territory – or remain controlled by Israeli forces. Any truck that breaks down is likely to be immediately stripped.

The primary crossing, the main entry point to the north, devastated by multiple years of war, has been shut down for several weeks, and authorities have told aid groups in Gaza that there are no current intentions to activate the entry location, according to relief personnel.

Damage in Gaza City

The northern urban center was the target of a large-scale military operation launched in August that was ongoing when the temporary truce was finalized recently.

Damage in the northern area has been widespread, with whole settlements including local municipalities and Beit Hanoun in destroyed as well as many of the surrounding regions of the urban center.

"Any activation of a border point into Gaza is beneficial, but we need to make sure we can help civilians where they are," stated a senior director from a relief agency.

Relief Conditions

Local residents said many of the roughly 300,000 people who have come back to the northern area from the densely populated southern area where they had been living during the military operations were now "living" among the ruins of their homes, often without any protection and with limited nutrition or hydration.

An official from a UN agency said the destruction in Gaza City was "shocking".

"It is neighborhood after neighborhood, structure after structure ... there is extreme need for drinking water. It's pretty harrowing. We need every border point operational," the representative, who was in Gaza City in recent days, said.

Restricted Access

A local director located in the northern city said the requirements in what used to be the area's active economic and social center were "overwhelming".

"People have positive expectation and optimism but there needs to be quick improvement on the crossings. There has been no major improvement on the reality yet," the director commented.

"There remains a small quantity of support [and] we are just beginning to grasp the extent of devastation. Multiple thoroughfares are just full of ruins ... there is almost no home that is secure. There remains harm and live explosives throughout the area."

Ongoing Changes

On Saturday, humanitarian organizations said limited amounts of essential fuel entered Gaza for the first time in multiple months, along with deliveries of flour, cereal and fresh vegetables. The recent deliveries sent commercial prices falling.

Within a central community, a community member said there had been certain progress since the peace agreement.

"Commercial areas are stocked with supplies, fresh goods, and fruits, although the prices are remaining elevated and not affordable for everyone," the resident stated.

Winter Preparations

"Our most important needs currently, especially with the arrival of colder weather, are to have a temporary housing to keep us safe from the low temperatures and winter clothes because the stores do not have sufficient clothing for us or, if they can be found, they are very few and extremely pricey."

Nine organization-assisted bread-making centers in central and southern Gaza have restarted operations since the truce.

Support Distribution

Trucks were announced to have passed via the Kerem Shalom crossing through Israeli territory to Gaza during Wednesday, though specific quantities were uncertain.

Israel's media outlet stated that the day's assistance transports would include nutritional supplies, medical supplies, petroleum products, cooking gas and equipment to restore essential services.

"Assistance resources continues to enter the Gaza territory through the Kerem Shalom crossing and other crossings after Israeli security inspection," an Israeli security official stated.

Distribution Challenges

But counting the quantity of vehicles could be inaccurate, cautioned an expert from a humanitarian organization. "It's crucial to understand what is in the transports and their capacity levels for it to be a truly significant metric," the official added.

Private companies are sending fleets of transports containing sweets, soft drinks and snacks, which have poor dietary quality, while critical care for children or others who have been without sufficient nutrition for two years are unavailable.

Medical Conditions

Within the northern urban center, only seven nutritional outpatient clinics are operating, compared with 45 in summer.

Many agencies have millions of dollars worth of supplies stored near the territory waiting to go in. An international organization supporting local residents across the region for a long time has extended provisions of food for the entire population ready to be delivered.

"We maintain the materials, the instruments and the skills ... we only require the access," said a relief official, who recently came back from Gaza.

Governmental Factors

An international initiative details that "full" aid should be delivered to Gaza and be provided through international organizations and relief organizations, without interference from either military groups or state authorities.

This seems to prevent the debated government-supported humanitarian organization which began operations in May, resulting in chaotic scenes and multiple fatalities as large groups of people gathered around its assistance centers.
