Britain and France Plan to Send Military Personnel to the Country in the event that a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The UK and France have formalized a declaration of intent concerning the stationing of troops in Ukraine should a ceasefire be concluded with Moscow, the Prime Minister of Britain, Sir Keir Starmer, has announced.

Subsequent to discussions with Kyiv's partners in Paris, he said that the allies would "set up defense centers in various parts of Ukraine and construct secure structures for military hardware and military equipment" to deter any potential incursion.

The allied nations also put forward that the America would play the primary role in verifying a halt in hostilities.

Moscow has on multiple occasions warned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not commented on this recent announcement.

The Situation and Continuing Hostilities

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russian forces at this time controls about 20% of Ukrainian territory.

"This constitutes a crucial element of our commitment to support Ukraine for the duration," stated the British leader.

Top officials and high-ranking officials from the "Partner Group" participated in Tuesday's talks.

He stated at a joint press conference, he added: "It establishes the framework for the legal framework under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years ahead."

The UK prime minister added that London would take part in any US-led confirmation of a prospective truce.

Security Guarantees and Negotiation Stances

Senior American diplomat Steve Witkoff stated that "durable safety pledges and substantial prosperity commitments are critical to a enduring ceasefire" in Ukraine – alluding to a major condition made by the Ukrainian government.

Witkoff said the coalition had "mostly completed" their work on finalizing such guarantees "in order that the citizens of Ukraine know that when this hostilities ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the talks.

Meanwhile, President Macron Emmanuel Macron said that Ukraine's allies had made "major progress" at the negotiations.

He noted that "strong" defense assurances for Kyiv had been settled upon in the instance of a prospective truce.

President Volodymyr Zelensky commented that a "major advance" had been made in the talks, but cautioned that he would only consider efforts to be "sufficient" if they resulted in the end of the conflict.

Last week, Zelensky indicated a peace agreement was "largely prepared". Agreeing on the remaining 10% would "shape the future of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the forefront of ongoing disputes for diplomats.
  • Putin has repeatedly warned that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any concession over how to conclude the war.
  • Kyiv has so far rejected surrendering any land, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia follows suit.

Russia presently occupies about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The pair of oblasts form the heartland of Donbas.

The earlier US-led multi-point proposal that was circulated to the media last year was perceived by Ukraine and its partners in Europe as being disproportionately favorable in Russia's direction.

This triggered weeks of focused discussions – with Ukraine, the US and European leaders trying to adjust the document.

The previous month, Ukraine submitted the US an new 20-point plan – as well as separate documents describing possible defense assurances and provisions for Ukraine's recovery, he said.
